Rwanda : formation d’instructeurs militaires au droit international humanitaire

Du 14 au 18 août 2007, le CICR et les Forces rwandaises de défense (FRD) ont organisé conjointement un cours avancé de droit international humanitaire à l’académie militaire de Nyakinama, dans la province du Nord.

Issus de différents services de l’armée rwandaise, 20 instructeurs ont reçu pendant 5 jours un enseignement intensif sur les règles du droit international humanitaire, qu’ils ont ensuite dû mettre en pratique lors d’exercices et de simulation des situations o=F9 elles s’appliquent.

De la planification des opérations à la formulation des ordres, en passant par l’évacuation des blessés ou le traitement des personnes capturées sur le champ de bataille, les participants ont eu de nombreuses occasions de mettre en pratique leurs connaissances récemment acquises dans cette branche du droit.

Les instructeurs formés lors de ce cours seront déployés dans les institutions de formation de l’armée. Depuis 2000, le CICR a formé, en collaboration avec les FRD, plus de 170 instructeurs militaires au droit international humanitaire.
